Legal policy on importing rice cookers

Rice cookers are not on the list of goods banned from import to Vietnam. Therefore, enterprises and units can import rice cookers for normal business. However, when importing, it is necessary to pay attention to some of the following legal policies: 

  • Decision 3810/QD-SCIENCE issued on 18/12/20179 of the Ministry of Science and Technology. This Decision promulgates and announces the list of imported goods subject to quality inspection procedures according to national technical regulations under the management of the Ministry of Science and Technology.
  • Circular No. 21/2009/TT-BKHCN dated 30/9/2009, effective from 01/6/2010 on the promulgation of QCVN 4:2009/BKHCN for electrical equipment numbered from 1 to 6 of the Appendix issued together with QCVN 4:2009/BKHCN.

Permits to be prepared when importing rice cookers

To be able to import rice cookers to Vietnam, traders need to prepare a number of licenses such as:

  • Enterprises must check the quality of rice cookers after customs clearance.
  • Certificate of Conformity.
  • Pursuant to Decision No. 04/2017/QD-TTg dated 09/3/2017 of the Prime Minister, when importing rice cookers, it is necessary to test energy efficiency for labeling.

HS Code and import tariff of rice cookers

Based on the 2022 import and export tariff, rice cookers have an HS Code 85166010. Concrete:

  • 8516 - Instantaneous water heaters or water heaters with storage and electric dip type water heaters; power tools that heat space and heat the soil; thermoelectric tools used for hairdressing and hand dryers; electric irons; other household thermoelectric tools; types of electrically heated resistors, except those of heading 85.45
  • 851660 - Other furnaces; cooking pots, plate stoves, boiling rings, grill and oven type appliances
  • 85166010 - Rice cooker

The specific import tax on rice cookers is as follows:

  • Normal import duty: 30%
  • Preferential import duty: 20%
  • Value Added Tax (VAT): 10%
  • ASEAN-China Special Preferential Import Duty (ACFTA): 0%

Import customs documents

The set of customs dossiers for the import of rice cookers includes the following documents and documents:

  • Commercial contracts
  • Commercial Invoice
  • Packing slip
  • Single transport
  • Quality inspection registration certificate
  • Certificate and declaration of conformity

Registration for quality inspection of imported rice cookers

Pursuant to Clause 3, Article 1, Circular No. 07/2017/TT-BKHCN, the importer must register for quality inspection of imported rice cookers as prescribed in Form 1. Business registration is issued together with Circular No. 27/2012/TT-BKHCN dated 12/12/2012. Quality inspection registration activities shall be carried out in the province or city where the enterprise opens customs declarations.

Dossiers of registration for quality inspection of imported goods are specified in Article 6, Circular No. 27/2012/TT-BKHCN. Specifically, the composition of the dossier including quality control has:

  • Certificate "Registration of state inspection of the quality of imported goods" (Including 04 copies according to form 1. TOKKT)
  • Photocopies of the following documents: Contract, List of goods (if any).
  • One or a copy of the quality certificate (present the original for reference, unless the copy was previously authenticated) or the original.
  • Other relevant documents such as:
    • Bill of Lading
    • Invoice
    • Declaration of imported goods
    • C/O-Certificate of Origin (if any)
    • Photos or descriptions of goods;
    • The sample of imported rice cooker label has been stamped with the conformity mark;
    • CFS Free Circulation Certificate (if any).

Procedures for registration of certification and announcement of conformity

Pursuant to the provisions of Circular No. 21/2009/TT-BKHCN, in order to be cleared through customs, when importing rice cookers, there must be a certificate of conformity according to regulations. Traders can refer to the dossier of registration for a certificate of conformity including the following documents:

  • The application form is certified for conformity;
  • A copy of the business registration certificate or enterprise establishment license;
  • The test results of the product have been issued by the competent units;
  • Documents and specifications of rice cooker products;
  • Other relevant documents,...

Energy labeling procedure

Records of labeling imported rice cooker energy include:

  • Registration of disclosure of energy labeling
  • Energy yield test results are issued by the testing organization
  • Rice cooker models need energy labels
  • Some other documents
